
PUNE: There was no slum on the piece of land in Survey No 10, Katraj, that Jairaj Developers offered to the PMC. Naturally there was no question of rehabilitating anyone.
But twisting and turning the Slum Rehabilitation Authority (SRA) rules, Jairaj Developers, made an offer to the PMC. It would build 900 houses on it and the PMC and SRA would in return give it a Transfer Development Rights (TDR) Land equaling 10459 square meters -- almost three times the land it was offering. Files moved, or rather flew across the two institutions, mantralaya and soon, Jairaj Developers, walked away with a handsome 10459 square meters of TDR.
But to this day no one at the SRA, PMC or the Mantralaya knows who the tenements, still half way to completion, on Survey No 10, would be given to.
``The Pune Municipal Corporation, has not yet provided us with the list of beneficiaries,' says SRA deputy chief executive head, Sanjay Kolte, talking to Sakaal Times.
And thereby hangs a story. This could be the first ever SRA scheme without the beneficiaries identified.
In fact the question remains how the TDR came to be sanctioned without the beneficiaries being listed. There is however, some vague reply the SRA has. ‘The beneficaries would be chosen from those who lost lands in road widenining projects along, Sinhagad Road, Sahakar Nagar, Parvati and Swargate canal,’ says Kolte.
But experts wonder whether the SRA scheme is designed to people the displaced in such projects. PMC corporators are crying hoarse over the TDR awarded to Jayant Hiralal Shah of Jairaj Developers but the administration says there is very little they can do to stall the process.
The TDR proposals come before the general body only for the sake of ‘FYI’ -- For Your Information, and it is not for them to disapprove them. But Jairaj Developers, have gone a step ahead. They have, in complete disregard to the fact that the general body has not yet given its consent, no matter how much of just a formality it is, has gone on to load ( use) all of the TDR, in its various projects in the city including the Lake Town, standing adjacent to Survey No 10.
